Finance Committee backs seven warrant articles unanimously

ANDOVER — The Finance Committee unanimously recommended seven warrant articles. The committee reviewed presentations on Andover High School improvement options, ranging from $15 million to $18 million for limited upgrades to $80 million for full renovation; a new school through the state School Building Authority process would cost $638 million for a 2027 submission or over $1.06 billion if delayed until 2040. Director of Public Works Carlos Jaquez presented an accelerated infrastructure plan with annual water main investment increasing from $6 million to $12 million and the town planning to borrow $10 million for priority sidewalk improvements.
