Finance Committee & Select Board approves Capital Stabilization Fund warrant article.

Andover Finance Committee and Select Board Subcommittee vote unanimously to create Capital Stabilization Fund. Town Manager Andrew Flanagan and Chief Financial Officer Hayley Green presented a framework targeting capital projects in the $20 million to $50 million range, with $50 million for town buildings and $20 million for school buildings. The subcommittee also clarified voting requirements: two-thirds vote to withdraw from the fund, majority vote to deposit.

Mr. Flanagan will consult Town Counsel Doug Heim to refine language for a Special Town Meeting warrant article.
