The Board unanimously rejected proposals on residential property tax exemption, excess free cash utilization, and special town meeting petition requirements; it voted 4-1 against a 20 miles per hour safety zone in downtown Andover, citing unclear language and defined area. The Board also voted 5-0 to recommend approval of Article P9, repurposing approximately $1.5 million in general fund and enterprise fund capital balances for town building improvements, sidewalks, and energy projects.
Jennifer Zhang was appointed to the Board of Registrars of Voters in a 3-2 vote, with Melissa Danisch and Laura Gregory dissenting; the Board accepted a $7,500 donation from the Merrimack Valley Striders for a water fountain at Lower Shawsheen Field.
