ANDOVER — Select Board advances Zero Emission First Vehicle policy and recommends $245.2 million FY27 budget. Town Manager Andrew Flanagan presented a revenue plan anchored by property taxes and state aid, with health insurance costs rising 12 percent as the primary driver; the School Department receives 33.8 percent of the overall increase. Director of Public Works Carlos Jaquez detailed plans to replace four miles of water main annually beginning FY27 and complete the Sidewalk Master Plan by fiscal 2029, pending a $10 million Town Meeting borrowing authorization.
The board voted 4-1 to prohibit release of individual member evaluations in the revised Town Manager assessment process.
