Andover Select Board unanimously backs zero-emission vehicle policy, recommends eight Town Meeting articles. The vehicle policy, adopted on second reading, applies primarily to small transport vehicles rather than emergency responders; Town Manager Andrew Flanagan noted only about one in ten current fleet vehicles would be affected. The board recommended P11 through P31, including $650,000 for water treatment plant maintenance, $350,000 for sewer collection maintenance, $106,000 for Spring Grove Cemetery perpetual care planning, and two solicitation bylaws updating vendor criteria and establishing a no-solicitation registry.
The board also approved an Eversource Gas application to replace aging steel gas mains with plastic pipe on Kathleen Drive, Marie Drive, Highland Road, and Summer Street, a project now expected to begin in 2027.
