ANDOVER — Select Board and Finance Committee subcommittee tackle reserve structures and capital outlook. Town Manager Andrew Flanagan and Chief Financial Officer Hayley Green presented comparative reserve data showing Standard & Poor's views Andover's reserves as relatively low compared to peer communities. The committee discussed balancing free cash and stabilization funds, reviewed the Capital Improvement Program, and debated long-term facilities and maintenance planning, including a potential 30-year outlook.

Members agreed on the value of reviewing reserve policies every three to five years.
