ANDOVER — Finance Committee and Select Board Subcommittee unanimously advance Capital Stabilization Fund article for Special Town Meeting. Members Paula Colby-Clements, Kim Perry, Laura Gregory, and Kevin Coffey, with Town Manager Andrew Flanagan and Chief Financial Officer Hayley Green, refined parameters limiting the fund to capital projects between $20 million and $50 million, specifically for buildings. The subcommittee voted 5-0 to direct Flanagan to draft the warrant article, with a follow-up meeting scheduled May 13 to finalize language for Town Counsel review.
