ANDOVER — Planning Board postpones mixed-use River Road hearing due to absent members. Acting Chair Morgan von Prelle Pecelli, Rocky Leavitt, and Vincent Chiozzi, Jr. voted unanimously to continue the public hearings on the proposed 479,500-square-foot development with 432 units to May 12, 2026. The board also opened review of a proposed 9-unit condominium at 24 and 30 Dale Street, with public comment raising concerns over traffic, parking, pedestrian safety, and the lack of affordable units; the board unanimously scheduled continued hearings for May 12 and May 26 and requested stormwater peer review, traffic analysis, Design Review Board feedback, and Town Counsel guidance on affordability provisions.
The board approved a new stormwater management permit fee schedule with a $500 base fee plus graduated per-acre charges.
