Planning Board endorses ADU cleanup; defers three sign-related warrant articles.

Andover Planning Board unanimously endorsed a technical amendment to its recently adopted Accessory Dwelling Unit Bylaw, aligning it with state law and Attorney General guidance. Chair Neil Magenheim, Vice Chair Zachary Bergeron, Members Morgan von Prelle Pecelli and Associate Lelani Foster approved Article P21 without dissent. The board continued three related sign-regulation articles--P25 (Historic Mill Overlay District lot-size requirements), P26 (60-day limit on portable signs), and P27 (definition of prohibited sign devices)--to February 24 at 7:45 p.m. after Design Review Board Chair Jonathan Fournier and Planning staff raised questions about scope and enforcement.
The board deferred action on 17 other warrant articles, including West Elementary borrowing and unpaid bills, pending member review.
