ANDOVER — Planning Board continues staged review of 432-unit River Road multifamily proposal. Applicant JMC/SVP Old River Road LLC presented a five-story, all-electric development with 2,950 square feet of retail and sought a 12-space parking waiver; Chair Neil Magenheim and members pressed the applicant on retail adequacy, traffic impacts, and stormwater management, with Select Board Member Kevin Coffey questioning whether the ground-floor commercial presence justifies added density. The Board voted unanimously to recommend Town Meeting approval of Article P25, which removes the Historic Mill Overlay District's 0.5-acre minimum lot size to ease adaptive reuse of smaller downtown mill properties after a decade in which only one project used the overlay.
Future hearings are scheduled for March 10, March 31, and April 14.
