Planning Board continues 100 River Road hearing, approves e-bike registry.

Planning Board · Meeting of March 31, 2026

Andover Planning Board continues 100 River Road hearing, backs e-bike registry. The Board voted 5–0 to postpone the public hearing on a proposed 432-unit mixed-use development to April 14 due to technical difficulties preventing television broadcast, and unanimously recommended Town Meeting approval of a mandatory Class 1 and Class 2 electric bicycle registry administered by the Police Department. Town Counsel Doug Heim explained the free, sticker-based registry aims to improve public safety, educate riders on legal operation, and help identify lost or stolen bikes, with enforcement targeted at modified devices.

The Board also approved The Gillette Company LLC's request to reconfigure its North Gate entrance on Burtt Road, and the town secured $120,000 in discretionary funding from the Merrimack Valley Metropolitan Planning Organization for Andover and River Street intersection improvements.
