Planning Board backs two warrant articles, continues River Road hearing.

Andover Planning Board unanimously endorsed two warrant articles and continued review of a mixed-use residential project. The Board voted 5-0 to recommend Town Meeting approval of bylaw amendments modernizing the Ballardvale Historic District Commission and formalizing a Registry of Deeds e-recording revolving fund, following presentations by Assistant Planning Director Lisa Schwarz and Ballardvale Historic District Commission Chair Joanna Reck. In a continued hearing for a proposed 432-unit, 479,500-square-foot residential building at 100 River Road, Board members questioned whether 2,950 square feet of ground-floor retail adequately satisfies the Multifamily Overlay District's mixed-use requirement, with Planning staff and two Board members to meet the applicant before the March 31 hearing to explore expanding the non-residential component.
Town staff announced approximately $500,000 in Complete Streets funding for pedestrian and roadway improvements.
