ANDOVER — Planning Board recommends $5M Chandler Road recreation Article despite narrow prior defeat. The Board voted 5–1 on May 26 to back the Special Town Meeting Article after the measure failed to reach a two-thirds majority at Annual Town Meeting, citing low attendance from youth sports families and college students. Chair Neil Magenheim and staff encouraged proponents to clarify that the majority of the $5 million appropriation targets hard construction costs rather than professional services, and to present a detailed line-item breakdown.
The Board also rescheduled its June meetings and continued three major development applications, including a substantially revised 100 River Road mixed-use project that increased retail space from under 3,000 to over 9,000 square feet, to June 8.
