Andover Planning Board approves Eden Estates homeowners association documents and governance structure. Acting Chair Morgan von Prelle Pecelli recused herself from the 3-0 vote approving the Declaration and Bylaws, which establish funding mechanisms for shared private infrastructure including drainage and future maintenance. Town Counsel reviewed the documents and confirmed satisfaction with their substance pending insertion of final dollar amounts from the Department of Public Works.
The Board also continued its review of a Phillips Academy site plan to relocate central services to August 11, 2026.
