ANDOVER — Housing Trust Board considers 432-unit River Road development. The Affordable Housing Trust Fund Board heard a proposal for The Commons @ River Road, a mixed-use project on a 9.62-acre parcel in West Andover that would include 432 rental units, 15 percent affordable at 80 percent area median income for Lawrence, targeted to break ground in summer 2027. Town Counsel Doug Heim outlined the Trust's legal authorities under its Declaration of Trust, including funding mechanisms through donations and testamentary gifts, and noted Select Board approval requirements for property transactions and major grants or loans.
The board unanimously approved minutes from its January 21, 2026 meeting and scheduled its next meeting for April 15, 2026.
