Finance-Select Board Subcommittee advances revised capital and stabilization fund policies.

Andover's Finance Committee and Select Board Subcommittee refined draft capital stabilization and financial policies. Town Manager Andrew Flanagan and Chief Financial Officer Hayley Green led discussion of language governing debt management, capital project funding, and public communication of facility replacement schedules. Members recommended replacing "capital projects" with "major building projects," adding references to the Facilities Master Plan, and clarifying that non-exempt debt should not exceed 10 percent.

The subcommittee agreed materials were nearing completion but directed staff not to transmit them until after the Special Town Meeting.
