ANDOVER — Finance Committee reviews capital and enterprise fund policy revisions without voting. Town Manager Andrew Flanagan and Chief Financial Officer Hayley Green walked committee members Paula Colby-Clements, Kim Perry, Laura Gregory, and Kevin Coffey through changes to the Capital Stabilization Policy, Budget Process, and Water & Sewer Enterprise Financial Policies. The capital improvement threshold was raised from $25,000 to $35,000, and policy language was revised to clarify reserve and stabilization fund usage.

Flanagan flagged potential stormwater management investment as a major future cost requiring a fixed rate in Andover. Approval was deferred pending consolidation of revisions into a single document for further committee review.
