Finance Committee backs AHS maintenance funding and balanced FY 2027 budget

Andover Finance Committee unanimously recommends five warrant articles and endorses Town Manager Andrew Flanagan's balanced FY 2027 budget. Total revenue increases 5.04 percent and expenditures rise 5.15 percent, with health insurance driving 33 percent of growth despite rising 12 percent. Public Safety will add two firefighters and an Assistant Fire Chief, 50 percent offset by ambulance revenue; Public Works will add a Transportation Program Manager funded through parking revenue.

The committee also reviewed three Andover High School improvement options ranging from $15 million to $80 million, with Option 3, a $15 million to $18 million facilities-focused approach, eligible for April 2026 Town Meeting if the School Committee moves to advance it.
