Finance Committee backs $3.85M school improvements without new taxes

ANDOVER — Finance Committee unanimously backs five warrant articles for May town meeting. Chair Paula Colby-Clements led the committee in approving Article P34, a revised $3.85 million package for West Elementary and Andover High School improvements funded through $2.57 million in repurposed West Elementary balances, $226,476 in capital appropriations, and $1.05 million in Free Cash transfers. The approach avoids a direct tax increase while funding immediate security and furniture projects, with larger system improvements to be evaluated by November 1, 2026.

Four additional articles, covering FY 2027 capital projects, photovoltaic facilities at the Public Safety Center, police civil service status revocation, and a Greater Lawrence Technical School hangar lease amendment, also passed unanimously.
