Andover Finance Committee backs $2.61 million in supplemental budget transfers, all unanimously approved. Town Manager Andrew Flanagan presented two requests: a $1.99 million transfer from Free Cash for the snow and ice deficit, justified by this year's severe winter and unpredictable weather patterns; and a $620,000 transfer to Public Safety for police and fire overtime stemming from medical leave, military leave, vacancies, and line-of-duty injuries. Chair Paula Colby-Clements led committee members in both unanimous votes.
Flanagan noted the Public Safety transfer decreased from prior year due to additional operating budget funding allocated to offset anticipated overtime expenses.
