ANDOVER — Finance Committee approves prior minutes and hears Town Manager strategic goals. Chair Paula Colby-Clements introduced new member Sue Hunter as Town Manager Andrew Flanagan and CFO Hayley Green presented adopted 2026-2027 priorities spanning Administration, Capital Improvements, Communications, Public Safety, and Land Use. The committee heard resident Kathleen Grant express concerns about capital project cost overruns and contingency planning, citing the Haggetts Pond Rail Trail and Merrimack River Access projects.
A joint Finance Committee-Select Board meeting on financial policy is scheduled for September 14.
