Select Board · Meeting of April 15, 2026

ANDOVER — The Finance Committee and Select Board subcommittee advanced an integrated financial policy document intended for joint board adoption. Town Manager Andrew Flanagan and Chief Financial Officer Hayley Green presented updated drafts incorporating page-by-page revisions. The committee agreed to restructure reserve guidelines into distinct subsections, expand glossary definitions, and clarify that the town may exceed both 20 percent reserve and 10 percent stabilization targets when one-time revenues or strategic capital planning justify it.

Members discussed adding introductory language explaining policy flexibility during emergencies such as natural disasters and public health crises. The subcommittee will conduct a final review and begin drafting an accompanying memorandum before joint adoption.
