ANDOVER — The Permanent Town Building Advisory Committee unanimously endorsed a $3.85 million warrant article for Andover High School, focusing on security and furniture replacement without new borrowing. Chair Ellen Keller and Town Manager Andrew Flanagan outlined the Modified Option 3 proposal, funded through $2.57 million in repurposed West Elementary money, $226,476 in capital reappropriations, and $1.05 million in free cash.
