ANDOVER — Ballardvale Historic District Commission approves prior minutes and discusses multifamily development. The commission, chaired by Sabina Dowell and including members Elisabeth Hoehn, Remi Machet, Joanna Reck, Mark Rogers, and Alexis Winnell, voted 4-2 to approve the March 4 minutes and unanimously to adjourn at 7:21 p.m. Developers Brian Duly and Mark Moriellie, represented by attorney Mark Johnson, presented drawings for a nine-unit condominium project at 24-30 Dale Street under MBTA overlay provisions.

The commission also reviewed design guidelines and prepared remarks for the annual town meeting on historic district bylaw amendments.
