Andover subcommittee launches 35-year-old finance policy overhaul.

Andover Finance Committee and Select Board subcommittee opens comprehensive review of 1990 finance policies. Town Manager Andrew Flanagan and Director of Budget and Capital Management Hayley Green led discussion with members Paula Colby-Clements, Kim Perry, Laura Gregory, and Kevin Coffey, identifying outdated free cash reserves (3–7 percent versus state-recommended 7–10 percent), capital thresholds too low for inflation, and rigid debt-service language that may constrain Town Manager authority. Three additional meetings scheduled through March 4 to complete revision of Section 4 of the CIP Bylaw.
