Andover Green Advisory Board unanimously opposes mandatory e-bike registration proposal. The board voted 5 to 0 to disapprove Article 39, the Home Rule Petition for mandatory Class 1 and Class 2 e-bike registration, citing concerns that the $300 non-compliance fine exceeds state motorized-bicycle fines by three to twelve times and would discourage adoption of low-speed bikes while failing to address faster unregistered vehicles. In separate unanimous action, the board endorsed the Planning Department's warrant article amending zoning bylaws in the History Mill Overlay District to allow denser development on smaller parcels, supporting transit-oriented smart growth aligned with the town's Climate Action and Sustainability Plan.
